Chat RPLM generation

To encourage Telegram chat participation, ATG created a mining bot. If a user sends 6 or more words, they can get up to 0.5 RPLM per message. If anyone uses a bot to spam the group, we reserve the right to remove the user and ban them from collecting any RPLM token.
